Meta:New website

The beta test of the new website is now up and running. This is an important phase for Uniting Amendment as it greatly expands participation. Now anyone can contribute to the development of the amendment. The site uses the same software that runs the Wikipedia website, so those who are familiar with Wikipedia can start using it right away without a steep learning curve. Since it's a beta test, please report any issues at Beta test. Also, we're still filling in content, so feel free to write some stuff (after you've read the current release of the amendment, of course).
